Growth was exponential in the self-financing sector, as soon as the Government loans and land were made available in 2003. By 2006, 42% of school leavers had made their way into the post-secondary level, mostly in 20 community colleges. The pressure for degree places was mounting, as 25,000 associate degree and diploma graduates were eager for further opportunities.

In response to the fast-changing circumstances, the OUHK undertook to share the responsibility and positioned itself as one of the key options for initial and top-up degree studies. The initiative quickly found favour with students, whose numbers jumped to 3,000 in three years. As applications far outstripped supply, and the space available limited expansion, the Phase II campus development plan was put into action to provide a long-term solution.
