OUHK students at this time were mainly adult learners studying on the University’s degree programmes. Founded on the principle of openness, the OUHK maintained a consistent policy of open access with no entry requirements since its establishment in 1989. Despite this, over 70% of the students enrolled in the first ten years were aged between 25 and 40, and had completed secondary or post-secondary qualifications. Most of these people were in the middle of their careers, had families, and had found

open learning the most flexible and effective means to cope with the pressure of time and pursue new knowledge and skills.

In 1999, despite the economic downturn, the University had a new record enrolment of 25,000 students. The culture of a learning society had firmly taken root and was set to unleash the potential of large numbers of people to scale new heights in the future development of Hong Kong.
